The Challenge of Deterrence in Cyberspace
This unique conversation will bring together the current and former directors of the U.S. government’s Cyber Threat Intelligence Integration Center, which was created in the wake of the North Korean attack on Sony to help the White House and the intelligence community assess and attribute cyberattacks, as well as one of the world’s leading experts on international cyber norms and internet governance.
The luncheon discussion on Wednesday, May 29th, from NOON to 1:30 p.m., will feature Tonya Ugoretz, the founding director of CTIIC and now deputy assistant director of the FBI cyber division, with Erin Joe, who became CTIIC’s second director in March 2019, and Dr. Milton Mueller, professor at the Georgia Institute of Technology School of Public Policy and director of the Internet Governance Project. The discussion will focus on the tools of deterrence in cyberspace, the state of attribution, and how the implementation of those tools can be calibrated to optimize impact and deter nefarious cyberspace activity by nation-state threats like China, Iran, Russia, and North Korea, as well as non-state actors. John Carlin, Aspen Cyber & Technology Program Chair and the Global Chair for the Risk and Crisis Management Practice at Morrison & Foerster, will moderate the discussion.
