The National Institute for Excellence in Teaching (NIET) will partner with the following local education agencies (LEA): Ascension Public Schools, Louisiana; School District of Pickens County, South Carolina; and Pflugerville Independent School District, Texas. The goals are to 1. Reduce the percentage of teachers who are ineffective in partner LEAs, 2. Build the capacity of the partner LEAs to implement TAP teacher effectiveness reforms, and 3. Increase student achievement in partner LEAs, and will be achieved through the implementation of TAP. TAP is one of America’s leading comprehensive school reforms, providing educators with powerful opportunities of multiple career paths, ongoing applied professional growth, instructionally focused accountability and performance-based compensation. The TAP system addresses the most important element in a school ”“ human capital ”“ and it does so by working with teachers to systematically increase their skills and thereby increase student achievement. The intent of this project is to increase the effectiveness of teachers in participating partner LEA high-need schools, thereby closing student achievement gaps and improving the educational experience for all students. The project will build capacity for implementing comprehensive district-wide reform in Louisiana, South Carolina and Texas by identifying, recruiting, developing, placing, rewarding and retaining effective teachers through implementing TAP. This project is supported by partner LEA leadership as well as state leadership. Funding is requested in this proposal to develop the infrastructure needed to increase teacher and student performance across the district impacting over 7,700 students and 600 teachers.
