The Aspen Institute Communications and Society Program is proud to announce the 2018 Guest Scholar recipient. The Guest Scholar Program began in 2001 as a scholarship initiative providing students of color the opportunity to develop their professional and academic careers in the field of media and technology policy. Each year doctoral (or other advanced graduate program) students of color are invited to apply for a Guest Scholarship to attend the annual Aspen Institute Conference on Communications Policy in Aspen, CO. The 2018 Conference will aim to develop an understanding of the appropriate regulatory structure to incentivize the deployment of communications infrastructure to unserved areas, and ways to promote competition and protect consumers on the internet.

Matthew N. Bui is a doctoral student and Graduate Fellow at the University of Southern California’s (USC) Annenberg School for Communication. Matthew’s research broadly examines the racial, cultural and policy implications of urban communication infrastructures and technologies, calling attention to the ways in which access to and use of digital tools such as the Internet, open data portals, and social media applications are shaped by, and shape, racial and class-based inequalities. His dissertation project problematizes extant Smart City initiatives, leveraging computational and geospatial mapping techniques to evaluate the digital reproduction of neighborhood inequalities in Los Angeles through digital applications such as geosocial media and online housing databases.
