Tshering Tobgay served as the leader of the Opposition Party in the National Assembly of Bhutan from 2008 to 2013, and as Prime Minister from 2013 to 2018. He was re-elected for the second term as Prime Minister in January 2024.
Before entering active politics, Tshering was a dedicated civil servant, focusing on developing policies and programs to enhance technical education and vocational training in Bhutan. His commitment to social welfare extended beyond his official duties, as he volunteered to establish Bhutan’s first Youth Center and form the Education Staff Welfare Scheme. Tshering was the first official to resign from his civil service position to participate in Bhutan’s transition to a parliamentary democracy. He played a key role in founding the People’s Democratic Party, the first registered political party in Bhutan, and continues to serve as its president.
A strong advocate of Gross National Happiness, Tshering has spoken on leadership, conservation, climate change, poverty, democracy, and happiness at the United Nations, TED, and various international conferences. In recognition of his contributions, His Majesty the King conferred the Royal Orange Scarf to Tshering Tobgay in 2008 while he was serving as the opposition leader, and again in 2013 while he was serving as Prime Minister. In 2014, he received the Royal Lungmar Scarf for his services to the country and people. Tshering’s efforts in promoting sustainability were internationally recognized with the German Sustainability Award in 2016 and the Outstanding Leadership Award from the Hospitality Committee for United Nations Delegations in 2022.
Tshering holds an undergraduate degree in mechanical engineering from the University of Pittsburgh and a Master’s degree in public administration from Harvard University. He is married to Tashi Doma and has two children. Tshering’s hobbies include volunteering, reading, trekking, bicycling, jogging, archery, yoga, music, and drama.
