Is the US Losing the Cyber Battle?

The Washington Ideas Roundtable Series will feature Christopher Krebs, Senior Official Performing the Duties of the Under Secretary for the National Protection and Programs Directorate, Department of Homeland Security, Adam Hickey, Deputy Assistant Attorney General for the National Security Division, US Department of Justice, and Tonya Ugoretz, Director, Cyber Threat Intelligence Integration Center to discuss cybersecurity. The conversation will be moderated by John Carlin, Chair, Aspen Institute Cybersecurity & Technology Program.

Chris Krebs oversees the cyber and physical infrastructure security mission for the Department of Homeland Security. He is concurrently filling the role of Assistant Secretary for the Office of Infrastructure Protection, to which he was appointed by the President in August 2017. As Assistant Secretary, he leads NPPD’s mission on issues such as preventing complex mass attacks, securing high-risk chemicals, and other areas related to cyber and physical infrastructure resilience. oversees the cyber and physical infrastructure security mission for the Department. Adam Hickey is the Deputy Assistant Attorney General (DAAG) for National Asset Protection. As the DAAG, he manages the NSD’s efforts to combat national security threats from computer intrusions and attacks, economic espionage, proliferation, and foreign investment. Mr. Hickey also represents the DOJ on interagency policy committees concerning cybersecurity. Mr. Hickey joined the Department in 2007. From 2013 to 2015, Mr. Hickey was the Acting Deputy Chief for Cyber in the Counterintelligence and Export Control Section of the NSD, where he supervised criminal investigations of state actors for malicious cyber activity affecting the private sector and critical infrastructure.

Tonya Ugoretz, a career FBI intelligence analyst, is the director of the Cyber Threat Intelligence Integration Center (CTIIC), which builds understanding of foreign cyber threats to US national interests. CTIIC is the federal lead for intelligence support in response to significant cyber incidents, working—on behalf of the IC—to integrate analysis of threat trends and events, build situational awareness, and support interagency efforts to develop options for degrading or mitigating adversary threat capabilities.
