Senior Associate for Economic Opportunity, The Annie E. Casey Foundation, Baltimore, MD

Sara Muempfer has been the Baltimore Civic Site’s Senior Associate for Economic Opportunity at The Annie E. Casey Foundation since 2017. The Casey Foundation’s Baltimore Civic Site is building and investing in public, private, and community partnerships to improve education, job opportunities, health, and neighborhoods for Baltimore City’s kids and families. Muempfer directs and manages the Economic Opportunity strategies to include funding in-demand, skills-based training programs through community-based organizations, grantee capacity building and systems building work in partnership with Baltimore’s public workforce development system, all with an explicit focus of racial and ethnic equity and inclusion. She is a current member of the Baltimore Workforce Development Board, the Skilled Immigrants Task Force, and a statewide Child Support Guidelines Review Committee. Prior to The Casey Foundation, she was the Director of Workforce Development at Maryland’s Department of Human Services (DHS), leading two employment and training programs statewide — the TANF and SNAP E&T programs. She earned her BS in Human Development Family Studies from The Pennsylvania State University and holds a Global Career Development Facilitator (GCDF) credential.

Sara Muempfer is a member of the Weinberg Sector Skills Academy Class of 2015, one of several Workforce Leadership Academies in localities across North America.
