Dr. William Clark has over 10 years experience working in city government, nonprofit administration, and public housing operations.
In 2017, Dr. Clark joined Career Resources Inc. (CRI) as the Vice President of Strategic Initiatives with oversight of statewide operations of workforce development training programs and organizational sustainability initiatives.
Prior to joining CRI, Dr. Clark served as the Director of Workforce Solutions Collaborative of Metro Hartford. In 18 months, he oversaw a team that raised over $2 million in grant funding; helped over 50 percent of job-seekers served earn an occupational skill certification in the healthcare, manufacturing, or transportation sector; and assisted 6 out of 10 job-seekers obtain a good job with family-sustaining wages.
Prior to joining Workforce Solutions, Dr. Clark served as Director of Special Projects for the City of Philadelphia’s Office of Economic Opportunity, where he was responsible for over $4.5 billion of Economic Opportunity Plans (EOPs), ensuring supplier, employment, and job seeker diversity for major construction projects.
Dr. Clark holds a Doctor of Strategic Leadership degree from Regent University and a Masters of Leadership Development degree from Penn State University.
William Clark is a member of the Hartford Workforce Leaders Academy, Class of 2017-18, one of several Workforce Leadership Academies in localities across North America.
