Opportunity to Learn

Opportunity to Learn (OTL) is a set of principles that state policy makers can use to help ensure all students have the opportunity to succeed academically, socially, and emotionally. The principles identify essential elements of the student experience, the learning conditions schools are responsible for, and the role of state leadership. The OTL principles are a tool to undergird a new, positive, bipartisan agenda for improving public education through a systematic, evidence-based, and stakeholder-informed approach.
