This report traces how the recommendations of the Hart-Rudman Commission, which eerily predicted 9/11 less than nine months beforehand, were neglected by the media and opinion-makers. To ensure that the country does not have another occasion to look back at Congressional inaction and inattention with regret, Congress should follow the Hart-Rudman and 9/11 Commission recommendations and streamline oversight of homeland security.
