Evaluation of the Sectoral Employment Demonstration Program

This report, a collaborative effort between the Urban Institute and WSI, documents the range of projects undertaken and the outcomes achieved by the 38 Workforce Investment Boards (WIBS) participating in the U.S. Department of Labor’s Sectoral Employment Development Demonstration project. The demonstration included 26 formation grants and 12 implementation grants. The evaluation report discusses grantee strategies and progress in using the sector approach to engage local businesses and meet their needs, to identify and address needs of specific segments of the labor force, and to support the overall health of the targeted sector. The report notes the diversity of local workforce structures and the fit of the sector approach with the WIB system, and concludes with implications for program operators and policy makers. The report is accompanied by a separate volume that profiles the work of each of the grantees.
